Okey Dokey bro. here we go. I have simplified these best I can - most of them are no trouble.
Alley Way Layer Sorted - 9 Image layers total including lighting

Foundry PSD Layer Sorted - 9 Image layers total including lighting
Notes: the 9th layer is a transparent color overlay.
For mugen 1.0, you will need to flatten that layer on a black background when indexing the sprites, and code the transparency to what you want in order to add the lighting overlay. add it as layerno = 2.
Also recolored the floor, pillars, etc to match the sky and lighting hue.

Notes: I mirror slipped the nigh sky layer so it appears behind the window when you scroll, so when u code it you can add a different delta to it to get movement without it being too short.
