The ground looks out of place for 2 reasons IMO. Firstly, the odd shadows, and secondly, it clashes a bit with the rest of the sprite.

I don't care though, I'll fix it when/if I can.

Added some more elements. It looks jumbled up now but it'll be a lot more spread out in the actually stage itself due to the BG having different velocities per sprite :ILU:

Floor looks terrible. Everything else looks promising.
Need to spice up bland sky (i'm guessing it's on your to-do list).
Would be cool if you animated those little dots into lights.
What's up with the right edges on the metal sprite on the right? (not the cage, the other thing) Looks like you use the circle brush to cut it.
Actually, looking at it again all the edges of it look that way. Pen tool would've saved you time and gave straighter edges.

I like how you snuck in some of your old buildings. Their hue should be somewhat redder/darker

This reminds me of a stage I was doing that just never got far. This looks way better anyway

Take into account how the stage will look in 640x480, bro. The sprites might be too big for everything to be appreciated on-screen. That's currently one of my problems.

I think the bg spotlight should be the one in the front, and the front ones in hte back

They will flash at different positions, like what I had in BeforeTheCitySleeps, so you don't have to worry about that

-Parallax that ground sprite and redo it (make a sprite bigger and clearer)
-Make a better glass effect
-Probably anti alias the building sprites
-Add rest of the stuff in.
-Make better TV's
-Make new lights
-Make new sky
-Add falling stars and shining ones
-Figure out some transition to put in
-Find badass BGM
-Spend less time on mugen and get a life

- The current parallax you're using on the floor looks familiar.  

- As for the glass effect, maybe you could use textures found in Google.
