We will be giving you the characters that are already being designed (https://i.servimg.com/u/f82/20/32/73/16/c10.png), you just need to help us transfer the characters into mugen characters with fighting actions.

Our buget is $50 per characters including moves

$50? Either your request is very minimal or you didnt read the price guide i'm assuming.
$50 is only going to buy you about 3 hours time depending on how technical your request is and how much coding is involved.
The average char takes minimum 5 hours just on coding alone, let alone testing, and that's assuming you have already compiled the sprites yourself.

Just to give you an idea, as explained in detail above, NORMALLY 18 USD/hour is what you would be looking at paying from a professional coder/creator at the absolute bare minimum, but if you are lucky enough to find someone willing to work even cheaper than that, I tip my hat to them!
However it's very unlikely to expect a fully tested, well coded/sprited character for that price atleast in north america.
Some south american country creators MAY be willing to work considerably cheaper if you can get around the language barrier
