Plus, the water splash seams to be syncronized, you should make it more random.

I think the concept is nice, and I really dig the music.

The rain on the inside is kinda iffy but you could get away with saying there's no roof or something lol. Otherwise ilu covered most of my thoughts on the rain, they could be a bit randomized just to make it a bit more realistic. You could make much better puddles with Squirlz, it looks like that's where the rain is from.

Overall blending on this could use a touch up as well, particularly:

The object on the left by kyo's feet:

Compared to the background it just doesn't look right. Maybe you could even consider adding more elements to the stage, particularly in the background? It feels really empty there. You could maybe cut the sky for more deltas or even add some clouds or something. Just anything else to spice up the BG.

The pipe steam was a nice touch, i dig that. But i think it appears too suddenly, perhaps use some fading in the beginning to make it look as if it's starting up?

Other than aesthetics it's pretty damn good. Solid music as always, not much error in the .sff or .def that I can see besides a few sprites being uncropped which isn't that big of a deal, clean coding and all.

Sorry I slacked on this man, opening mugen has been a task for me lately since i'm on this creator struggle. Seeing Newagers create stuff is always refreshing though so i had to check this out.

I like it so far.

The stage looks really nice, but I do have some complaints:
- The rain droplets could use some variation.
- I don't like the bright blue-ish background.
- The blue-ish background's delta could use some adjustments.
